Kane from Command & Conquer: Red Alert series. Never liked the games that much, but the cut-scenes with him were cool.

Gannondorf from "Legend Of Zelda".
Think about this for a second how many times have he, and Link faced off?
Yet every time they do battle Link kills him!
But HE ALWAYS COMES BACK!
How many times to you have to kill someone before they stay dead?
Seriously I think Gannondorf is Nintendo's answer to Magneto!
