I might be to late with my 3 cents worth but here goes!
Yes Dell motherboards are proprietary and the CPU heat sink base is one of their @#$@@ creations. Try going by a local computer shop and see if they have a dead 8400 their willing to part with the heat sink from. Bring along your current setup for comparison with something they have. I'm a junk hoarder in my shop and some things you hate to throw away i.e. Dell.

may sound stupid but have you cleaned it? take the case off and get all the dust out CAREFULLY i di and my pc was quicker (as didnt overheat) and was near silent as in as quiet as when new afterwards.
